The General Manangement Customs Offices indicated that there is no penalty for carrying out the pre-electronic pedimentos with any authorized pre validation center as the CNIMME, and those actions by the same to diminish, damage, or prevent competition and free competition in providing the service.

Especially those that pretend to condition  in any way the performance of services or force through coercive measures to the custom broker or importer or exporter to carry out the pre validation exclusively with any of them, constitute monopolistic practices, according to Article 8 of the Federal Law of Economic Competition, such practices constitute a ground for cancellation of licenses granted for pre-validation, not harming the sanctions that societies are subject to in terms of the provisions of that Economic Competence Federal Law, this criteria is applicable even in case of transactions which have holograms required for the customs processing formalities.

History

The RAMMAC Pre Validation Center started operations on November 15th 2002 as an initiative  to provide users of foreign trade services that had urgent needs of a good service that will guarantee the timely performance of its Foreign Trade service operations.   This way, by introducing technology that in addition to save costs, improved process timing and assured success in operations, the implementation of the RAMMAC Pre Validation Center provided  competitive advantage and tranquility to Foreign Trade users by allowing them to have more options available to choose among electronic data pre-validation services supplier.

By introducing value-added services such as electronic payment of pedimentos, extended support hours, personalized reports, smart card readers and alternative means of interaction between the Pre Validation Center and its users, the system was very well received by the Foreign Trade  service users, achieved great success and in just two months, it became the third Nationwide Pre Validation Center of CNIMME, ranked in terms of number of transactions, after the cities of Tijuana and Juarez that have the first and second place respectively.

Therefore, and in spite of having started our operations recently, very important goals have been accomplished, such as being one of the most cost effective and secure Pre Validation Centers of the region.

The main strength of our Pre Validation Center has been its human interactions, maintaining a good and close communication between the users and the support staff, having the client as our top priority and with no doubt, the main factor of its success in addition to maintaining links with all the authorities involved in the process.

With a vision of continuous improvement and a proactive operations policy, we have promoted competition, improvements in our service and have called the attention of prospective importers into Reynosa.
